The Board of Directors is the council's highest decision-making body and makes decisions on crucial issues regarding the NRC and its affiliated research institutes.
Approval of budget and accounts, and projects plans for the council and affiliate research institutes
Appointment and dismissal of
research institutes' presidents and auditors
Approval of management
goals of research institutes' heads
Functional adjustment and reform of research institutes
(including creation, consolidation, and
disbandment of research institutes)
Evaluation of research outcomes and management performance of research institutes
collaborative research projects between research institutes., etc.

Operation
Board of Directors sessions consist of Regular Sessions(three times a year, Mar., May, and Dec.) and Ad hoc Sessions
Appointment Method
Appointed by the Prime Minister through publicly recruitment or among the group of candidates recommended by the recommendation committee
Selected by the Presidential decree
- Vice-Minister of Economy and Finance, 1st vice minister of Office for Government Policy Coordination
- Six out of the Vice-Ministers (or Minister of Government Legislation) of the Ministry of Education, Ministry of Science and ICT, Ministry Of Foreign Affairs, Ministry of Unification, Ministry of Justice, Ministry of the Interior, Ministry of Agriculture, Food and Rural Affairs, Ministry of Trade, Industry and Energy, Ministry of Health and Welfare, Ministry of Environment, Ministry of Employment and Labor, Ministry of Gender Equality and Family, Ministry of Land, Infrastructure and Transport, and Ministry of Oceans and Fisheries.
Appointed by the Prime Minister from a group of candidates approved by the Board of Directors and recommended by industry, research, and academic communities,
